Funding Plan for the Dry Creek Watershed Flood Control Plan Update

Keyser Marston Associates worked with RBF Consulting and Civil Engineering Solutions in preparation of the funding plan and implementation section of the Dry Creek Watershed Flood Control Plan Update. KMA’s role was to establish a funding plan to fund all public facilities capital costs, as well as funding of all ongoing operation and maintenance costs. This Funding Plan section sets the stage for adoption of updated storm drain impact fees on new development consistent with the requirements of AB 1600. The final plan was plan was published November, 2011.
Specific tasks accomplished by KMA include:
• Reviewed and coordinated General Plan development parameters to evaluate development likely to occur in the various jurisdictions of the study area, and additionally coordinated with representatives of the jurisdictions regarding current impact fee rates and collection/implementation processes.
• Coordinated with the consulting team and representatives of the jurisdictions on appropriate cost allocation methodologies and preliminary fee calculations.
• Assessed alternatives for funding of ongoing operation and maintenance costs and implementation roles of the various participating agencies.
