In support of the Anaheim Redevelopment Agency, KMA has advised in all aspects of Downtown Revitalization projects that were undertaken by several developers including the CIM Group, Brookfield Residential and the LAB. KMA was member of the developer selection panel and the negotiating team that created the development plan, development requirements and assistance packages that allowed this combination of large mixed-use projects and historic rehab of the Packing House and Packard Building to move forward. KMA conducted numerous market and financial analyses evaluating the feasibility of the office, retail, historic rehab retail, rental residential and for sale residential components of the projects. KMA structured assistance programs and land sale transactions, including potential participation if the individual project were successful. Services provided by KMA included:
Developer Selection – KMA assisted in the preparation of the RFQ, evaluated financial statements and conducted interviews.
Pro Forma Analysis – KMA prepared a series of pro formas evaluating the costs, revenues and feasibility of the project.
Public Revenue Analysis – KMA prepared an estimate of the public revenues generated by the project, including property tax increment and sales tax.
Public Assistance Structure – Based on the Project’s feasibility gap, KMA assisted the Agency with structuring a transaction in which the Agency contributed toward public parking, public open space and plazas or historic rehab.
