The County Board of Supervisors directed staff to develop a Request for Proposals (RFP) in 2005 to solicit private interest in the reconstruction of the County Operations Center (COC) as a government center campus and the redevelopment of the Annex property for private development uses. The County objectives were to minimize risk with the construction of the new COC and to create value with the surplus County asset.

KMA advised the County of San Diego from 2005 to 2008 on the RFP and developer selection/negotiations, including the business terms between the selected developer and the County. The Disposition and Development Agreement, including a purchase and sale agreement for the Annex parcel, with Lowe Enterprises Real Estate Group (Lowe) was approved by the Board of Supervisors in 2008.

Completion of COC, including six 140,000-SF office buildings, a state-of-the-art conference center, and a new Registrar of Voters Headquarter Building, occurred in 2013 and is widely viewed as a successful public/private partnership between the County and a private developer. The surplus County asset was sold at a substantial premium over the initial value estimate, and is currently under development as a 450-bed Kaiser Permanente hospital.
